At least 80% of the "comfort women" were Korean, who were assigned to the lower ranks, while Japanese and European women went to the officers. While the vast majority of contemporary Muslims agree that there is no place for slavery in the modern world, there has not been a strong internally developed critique of past or present slaveholding practices. He stated that Japan continued to hold the position that issues relating to property and claims between Japan and the ROK, including the issue of comfort women, had been settled completely and finally by the Japan-ROK Claims Settlement and Economic Cooperation Agreement of 1965 and welcomed the fact that the issue of comfort women is resolved "finally and irreversibly" with this agreement.In 1997, Bruce Cumings, a historian of Korea, wrote that Japan had forced quotas to supply the comfort women program and that Korean men helped recruit the victims.
