The Octoray may be based off in word and it's base. The Octoray resembles an Osprey, A hovering vehicle that has propellers that goes forwards and upwards. Osprey sounds similar to Octo-ray. It's possible that the Octonauts creators used Osprey, then combined and changed it to Octo-Ray. This may be how and why it is called the Octo-Ray This is a moveable base from which the deepest parts of the ocean can be studied.
